A municipal notice may send residents to a 会館(かいかん) for a meeting, ask nearby 商店(しょうてん) for comments, name the 消防署(しょうぼうしょ) responsible for safety, redesign a 広場(ひろば), and tell applicants which 役所(やくしょ) receives their documents. All five words concern civic space, but each identifies a different participant in the plan.

This N2 set is most useful when read as a network. A building hosts activity, an open square connects people, shops conduct trade, a fire station protects an area, and a government office administers it.

Five civic nouns and the actions they allow

The translations “hall,” “shop,” “fire station,” “square” and “government office” are a starting point. The combinations in the final column show what each noun can do in a real notice.

会館 is a building; 会場 is an event's location

会館(かいかん) is a building constructed for meetings, ceremonies, cultural programmes or the activities of a group. The dictionary entry for 会館 gives buildings used for gatherings, conferences and ceremonies, with 産業会館 as one naming pattern.

Common names reveal the organisation or community the building serves:

  • 市民会館: civic hall
  • 文化会館: cultural hall or cultural centre
  • 産業会館: industry hall
  • 中華会館: an association hall serving a Chinese community

改修工事のため、市民会館は来月から休館します。
Because of renovation work, the civic hall will be closed from next month.

会場(かいじょう) instead names the place where a particular meeting or event takes place. Its dictionary definition does not require a purpose-built hall. A school gym, hotel room, park or online space can serve as a 会場 when an event is assigned to it.

説明会の会場は市民会館です。
The venue for the information session is the civic hall.

This sentence gives one place two roles. 市民会館 identifies the building; 説明会の会場 identifies its temporary function for that event. If the meeting moves to a school, the 会場 changes while the 会館 remains where it is.

会館 is a purpose-built hall, while 会場 is the place selected for one event; a civic hall can serve as a meeting venue.
Separate the permanent building from the temporary event role

商店 presents a retail business, not merely four walls

商店(しょうてん) is a shop that sells goods. The dictionary account says it ordinarily refers to a retail establishment and often suggests a smaller business rather than a department store, supermarket or large trading company.

駅前には昔から続く商店が何軒もあります。
Several long-established shops stand in front of the station.

両親はこの町で小さな商店を営んでいます。
My parents run a small shop in this town.

The word is especially visible in 商店街(しょうてんがい), a shopping street or district formed by multiple shops. It also survives in business names such as 山田商店, where English may use “Yamada Store,” “Yamada Trading” or the registered name rather than a mechanical translation.

Three near-neighbours divide the focus:

The Shogakukan synonym comparison treats 店 as the broadest word, 商店 as a continuing place of trade and 店舗 as the premises used for that trade. This is why 貸し店舗, retail premises for rent, is natural even before any merchant has opened a 商店 there.

店 is the broad everyday shop, 商店 foregrounds the retail business, and 店舗 foregrounds its commercial premises.

消防署 is both an institution and its local base

消防署(しょうぼうしょ) is a municipal fire-service institution, commonly experienced as the fire station building. The 消防署 definition places it under a municipal or special-ward fire organisation, generally below the fire-service headquarters.

消防署は地域の住民を対象に防災講習を開きました。
The fire station held a disaster-prevention workshop for local residents.

会館の避難設備について、消防署の指導を受けました。
We received guidance from the fire station about the hall's evacuation equipment.

In those examples, 消防署 behaves as an organisation that holds a workshop or gives guidance. A direction such as 消防署の隣 can instead use the same word as a landmark for its building.

Keep the related people and vehicles separate:

  • 消防署: the station or local institution
  • 消防士: a firefighter
  • 消防車: a fire engine
  • 消防本部: the headquarters overseeing the local fire-service organisation

The final sound is しょ, not しょう. This makes しょうぼうしょ a useful reading test: 消防 is しょうぼう, while 署 is しょ.

広場 is open space meant to receive people

広場(ひろば) can be any broad, unobstructed space, but in city language it often means a public square or plaza where people gather. The 広場 entry includes 駅前広場, public gathering space and the figurative idea of a forum for communication. This lesson selects the physical urban sense.

駅前広場で地域の祭りが開かれます。
A local festival will be held in the station square.

災害が起きた場合は、会館前の広場に避難してください。
If a disaster occurs, evacuate to the open square in front of the hall.

A 公園(こうえん) is a managed park intended for recreation and may include lawns, paths, trees, playground equipment and its own 広場. An 空き地(あきち) is vacant or unused land. A 広場 is defined by openness and the possibility of gathering, movement or an event.

That flexibility explains combinations such as 駅前広場, 中央広場, イベント広場 and 避難広場. The noun describes the open space; another word tells you its location or intended use.

役所 handles public administration

役所(やくしょ) is a government or public office where officials perform administrative work. In daily life it often evokes the local office that accepts registrations, issues certificates and answers questions about public services.

引っ越した後、役所に住所の変更を届け出ました。
After moving, I notified the government office of my change of address.

この証明書は役所の窓口で受け取れます。
You can collect this certificate at the government-office counter.

The exact official name depends on the administrative unit. A city has a 市役所, and a ward has a 区役所. Towns and villages normally use 町役場 and 村役場. The Agency for Cultural Affairs' practical Japanese material on local offices groups 市役所, 区役所 and 町村役場 as equivalent kinds of local-government destination.

役所 remains the broad word for a public office. It can refer to the organisation, the workplace or the building according to context: 役所が発表する, the office announces; 役所に勤める, work for a government office; 役所へ行く, go to the office.

One neighbourhood plan assigns all five roles

Read this invented notice as a chain of decisions:

役所は、老朽化した市民会館を改修し、駅前広場と商店街を歩行者用の通路で結ぶ計画を発表した。工事を始める前に、消防署が会館の避難経路を確認する。周辺の商店には、営業への影響について意見を求める。完成後は、広場を地域行事の会場として活用する予定だ。
The municipal office announced a plan to renovate the ageing civic hall and connect the station square with the shopping street by a pedestrian route. Before work begins, the fire station will check the hall's evacuation routes. Nearby shops will be asked for their views on the effect on business. After completion, the square is expected to be used as a venue for community events.

Each target noun has its own agency or physical role:

  1. 役所 announces and manages the public project.
  2. 市民会館 is the permanent building being renovated.
  3. 広場 is the open public space being connected and reused.
  4. 商店 are operating businesses affected by construction.
  5. 消防署 checks evacuation safety.

The final 会場 is deliberately outside the five assigned N2 records. It shows the distinction taught earlier: the 広場 remains a square while temporarily serving as an event venue.

Kikusho's September 2026 audit assigns all five spelling-and-reading records to N2. Its two baseline files share the Waller lineage, so their agreement is one inherited placement rather than two independent judgements. Other study sources also put the exact records in N2: JLPT Sensei includes 会館 and 商店, Japanesetest4you labels 広場 N2, and an independent N2 list includes 消防署 and 役所.

These labels describe useful preparation order. The current JLPT does not issue a complete word-by-word syllabus, and practical beginner materials may introduce a city office or fire station much earlier because residents need them.
